The Prime Minister's Citizens' Assistance and Relief in Emergency Situations ( PM CARES) fund was not only unnecessary, but as far as government employees are concerned, the element of coercion overrides the voluntary nature of contributions to the fund making it akin to the jizya tax imposed by certain Mughal autocrats on their non-Muslim subjects, says former civil servant Sudhansu Mohanty who retired as Financial Adviser, Ministry of Defence, in this interview with NewsClick.
